iTunes issue that causes many 4K titles from users to be downgraded to HD

In 2017, Apple TV 4K users welcomed that selected films in their iTunes libraries started receiving Ultra HD upgrades at no extra cost.

Now the opposite (though unintentional) seems to be the case, where both purchased and non-purchased 4K movies are downgraded to HD thanks to an alleged bug as reported by 9to5Mac.
